Story
New York, 1985. Flint leads a G.I. Joe assault team against a Cobra smuggling operation in New York harbor. Though the Joes have surprise on their sides, the Cobras hold them off with some unworldly one-man flight pods, and most of them escape in the confusion. In a later debriefing, Flint can only offer apologies for the failure of the mission.
Meanwhile, at Cobra Island, a fleeing energy signature has been locked down in the vicinity of Oregon. As Cobra Commander immediately dispatches his troops to secure the area and prepare for extraction, Starscream -- in disguise as an F-15 fighter jet -- watches from overhead, scheming...
At G.I. Joe Headquarters, Flint is working out in the weight room when he gets summoned on an emergency mission -- to lead a team of five for nighttime insertion into Oregon, to hook up with some new Joes and secure a very sensitive crash site. Upon arrival, the Joes meet up with a small team led by Spirit, who informs them that Cobra has already arrived. The Joes reach the site, but are quickly spotted! Despite some team conflicts, the Joes manage to take down the Cobras, and retrieve the cargo that the Cobras were trying to escape with -- a pair of inert alien robots!
Later, back at G.I. Joe Headquarters, Flint and Spirit are summoned for another briefing. Duke introduces them to two retired Joes, Stalker and Scarlett, then shows them some classified film footage from World War II. It is the start of the Cobra Arms race -- a start punctuated by a fight between Optimus Prime and Megatron...

- Only one issue of this limited series was produced before Dreamwave Productions abruptly ceased operations.
